Well, it depends on which version of photoshop you have. The marks have to be on a seperate layer from the rest of him, otherwise all of him will glow.1) I have CS3, and there's a small button on the bottom of the layers tab. (Which you can get from the 'Windows' drop-down menu at the top of the page, if u don't have it out already.) The button should look like this: Fx. If you click on it, you can choose from things like drop shadow, outer glow, inner glow, and other things like that. You want the outer glow option. From there, you can choose the color and size, density, ect. of the glow.
2) In some older versions of photoshop you might find the layer Effects in one of the drop-down menus at the top of the page, probably close to the Filters menu.
