Nope, ToE [or tales of destiny II] and ToP aren't a suite.
ToP was the first of the Tales of series, and this is maybe why there is much similarities between ToP & ToS. It was for the first time on the SNES, but now it was re-edited to be formated on GBA (game boy advance), with some little corrections (like the problem in the volt cavern). You don't need to have ToP or ToE to understand fully ToS. They are all different games, with each one their own story.
