on i forgot to tell you, you can't evolve eevee into umbreon/espeon in Fire Red (cause it doesn't have a time system) You hafta trade your eevee onto ruby or sapphire and it'll evolve but itself by happiness at the right time.
If I lived near you i would give you my other espeon but we're on two different continents..boo!

In FR i don't know where to find one exactly, all i know is that you are given one on Pokemon XD. To evolve mine I just gave the experience share to the eevee, get really strong pokemon, and battle the elite four at the right time of day until it evolves.

espeon is easier to get than umbreon, though...
