Well what program do you use. Usually you can just click "image" and scroll down to "resize" and make the picture number smaller.
 
Or you can try downloading IrfanView. It's free online. This is what I use. I really like it cause it shows the actually size of the image without downscaling it. It shows the pics real life size so it's easier to decide how many pixels to make it.
