NEways..I hope this helps!

oh ok! i'll try my best to explain!  To create the background I used 2 different colors and  used the gradient tool and colored the entire page!
then i used  a filter     { Filter-Render-Difference Clouds } then i inverted it
{ Image-adjustments-Invert } and depending on the colors u used and the
patters u will get different results!
 
for the hair-- I just used 3 different layers! 1 for the main color  2. for the
shadows. and 3 for highlights  --  its just 3 different shades of the same
color  main one, darker, and one lighter!
 
for the fireballs!-- First color the background all black then u need to create
a colored layer! { layers- new adjustments layer- color balance }
then create a new layer below that layer! then use a large brush color
white and make a circle!  then u can make the fire thing around it with
the Smudge tool   set the strength to like 40
 
I know its a a little confusing! but there are tutorial on the Internet!

Ah Ok! um.. first of all do u know how to use layers?

um.. shiny!? like the shiny part of someones hair? or like the background?.
ah.. is there like a pic I've done or another one on FAC that has the effect
you want? that would help!

ummmmm i've never used layers sorry ^^;;;;;;;;; to colour it, right click da gladient tool to use fill, and use dat or the brush tool. to make the lines move? i dunno bout dat....i outline da pic, erase the rest, then colour it in, to make things shiny, jus add lighter colours and/or white, unless theres a tool which i;m un-aware of that can make pics shiny.
