Oh yeah the reason why I was asking if you played Sonic 3 was to see if you could help me get past a certain part but since you don't really play it then I guess I'll always be stuck -_- lol *shrugs* oh well

The background was pretty easy although it'll sound confusing ^_^'
All I did was switch my paint brush to Special Effect Brushes then to the Petal Crystals and began placing them randomly all over the place. Once I did that I went to Filter, Blur, then Blur Motion and picked the angle inwhich I wanted. Then, I did it again but with a lighter shade of green once I did that I just Multiplied the darker and lighter shadings.
For the green like aura around him all I did was painted the background (background layer) with a light green and then went to Circular Blur this time and went all the way to 50.
I had to toggle through a lot of layers and then multiply them but when I did that I had to switch some layers because anything below the layer inwhich you're multiplying it'll become darker. You just have to experiment with the various options it's a lot of fun ^_^
