Hey PaperChan, new to the site huh? Welcome! EA here, thanks for your comments, especially my "Celtic Wolf," he's a favorite of mine. As for how I did him: Well, let's see. First off I didn't draw him on the computer. I don’t' think even one thing in my section is completely digital, I draw everything first. So, the lines you were talking about are scanned in. The program I used was called Micromedia Firworks, It's very similar to Photoshop but the effects I used to do the wolf I think are specific to the program so I don’t' think it would be any use describing it. My advice would be to get a scanner and be good at drawing :P
