Unfortunately this is a known bug in the forums coding and we simply have no fix. It seems related to users browsing from an IPv6 address (which you seem to be). The forum software is supposed to be IPv6 aware, but it's really coded around IPv4 and from the SQL dump you may notice it is attempting to log an IPv6 address in a field intended exclusively for IPv4.

It depends on the original image that was edited -- e.g. there is no rule against editing something YOU created yourself -- your work your right to do that.
This being said, editing/plaigarizing an image that was taken off somebody else's work (especially commercial work, such as anime/cartoons/etc.) is definitely not allowed here, but if you are going to report a user then we need to be able to identify the source material that was borrowed/edited from.

When you are logged in (and you are), near the upper right corner of the screen, next to your username and avvie there is a button labelled 'submit'. Hover over it to see the options. Note that our submission process is designed with desktops/laptops (keyboard and mouse) in mind and as such may not necessarily be tablet/smartphone compatible.

Naturally, the approval panel relies on FAC staff actively reviewing it from time to time. We currently have just two users doing this (myself and Battou), and between us we probably review it maybe 5-6 times a week. So while we can generally process something within the same day, sometimes things pile up for longer before we review the queue.
For your submission #852086, I've processed it for now but I will warn that image files exceeding certain sizes (such as width, height, and/or total megapixels) are always held for manual review by AP staff, even if it would otherwise have been processed automatically. And while the exact threshold varies depending on the nature of the image, who is on duty (and how lenient we feel) at the time, in general, if your image file exceeds 4-5 megapixels you can expect to receive a rejection message about it.
Generally speaking, it is not good practice to submit original-full-resolution scans/photos of your artwork to the Internet -- you should keep those on your personal storage (local backup or private cloud storage) and compile secondary copies that have been resized smaller so that they can be viewed at 100% size on a typical display resolution (usually less than 2000px wide).

For a quick compare-contrast, we do not allow 'generator' or 'dollmaker' type submissions -- defined by the generator providing most or ALL of the components/resources present in the final result, with no actual artistic effort (i.e. production) from the end user.
If you have (i.e. can cite) permission to use a base image/work to modify and create a work of your own from, it does not matter whether the base image is traditional or digital in nature. Conceptually, this is no different from an explicit collaboration between two (or more) artists, therefore the same ground rules apply -- which is basically to cite a URL to the page of the original image. As long as we can verify that, it's usually pretty easy to tell when the artist created that image with this purpose in mind.
