Yes, I scan my art and then color it because I can't color traditional worth crap and I don't have a tablet nor can I draw on the computer worth crap. I find it easier to draw by hand, scan, and then color. I do pretty well, at least, that's what I think.By the way, if you're interested, after I'm done posting this, I'll be posting a new picture that I colored today.
