Oh no, of course Tokyo Mew Mew isn't a rip off from Sailor Moon! *shakes head* mmm, I also get mad when people say Rahxephon is an Evaneglion rip off >.< Many animes share themes, but it doesn't mean they are rips offs of eachother, ne?!
