I can help ya a little i think. One of the reasons that he's proablby flapping around on the ground for is that Swallows never touch the ground in their whole live so have evolved to perching on objects such as wires and branches and can be a little difficult for them to get around that way because their legs are so small.
another thing it that it might have only managed to sprain its wing so can't propperly get airborne.
I'm guessing that its a wild bird so is probably a little stressed out from all the people around which wouln't make it that much better - let it have somewhere quiet and darkish for it to stay it will calm it down a lot. Get some mealworms for it to eat insead of bird feed as you aid it east incects.
I sugest that you take it to an animal shelter / bird sanctuary / or vets to see if they can find out what is wrong with it if seems to be getting worse or nothing's improved.
