Nope I have no clue on how to create a rainy effect but if you try different paintbrushes you might find one that resembles rain. I use adobe and that one I found a brush with a water effect to it something like watercolor and that one if I 'paint' it looks like rain drops it's the same brush I used on my grim pic.
Also your lighting effects you use creates the apperance of rain bouncing off the bodies especially in your last one it looks neat.
The one that can probably help you a lot more is Miss. Midnight_Chaos she's a wiz at that stuff.

Well it all depends on what kinda of 'effect' you're going for. Like for my Link pic the paper I'm using doesn't require me to blend because it already does it ^_^ (safes a lot of time)
But I mostly use a q-tip, tortillion, or my soft bristle paint brush.
Fingers never really seemed to get the job done plus it could leave finger prints if you aren't careful not to metion lead poisoning -_-

I was wondering if you could put one or two of my made-up Sonic characters into your Random Stories? I love them! There hilarious! =D
