This is one of the oldest question about FAC. The 3-per-day limit is instuted for two reasons:
1 - To limit the workload for Approval Panel staff.
2 - To encourage voluntary quality control by each artist, i.e. "quality over quantity".
Besides, a good artist will rarely (almost never) be able to create even more than one finished piece per day (let alone three), so the limit doesn't really become an issue.

The REAL "not fair" part was that a lot of users would try to do all sorts of crazy HTML stuff in their user profiles (embedding videos, Flash objects, etc.) with nowhere enough knowledge or experience on exactly how to do that in the first place. And if they made a mistake (like forgetting to close a tag), it completely broke their profile edit field and only the webmaster could fix it.
He got tired of doing that (plus, allowing all HTML is a security hazard anyway), so after awhile he built a bbCode style parser and disabled the HTML.
